Provide basis for evaluating competing systems/initiatives

• Develop Lifecycle Cost Estimates (LCCEs) to assist with Analysis of Alternatives (AoAs), Affordability Assessments, Cost Benefit Analysis (CBAs) and Business Case Analysis (BCAs)

• Assess reasonableness of program budgets

• Effectively defend budgets to oversight organizations

• Determine impacts of budget cuts on program baselines and associated functionality

• Enables proposal pricing and evaluation of proposals for cost reasonableness

Evaluate Cost Reasonableness and Quantification of Cost and Schedule Risk

• Quantification of Cost, Schedule and Technical Risk through evaluation of operational effectiveness, performance characteristics, and identification of cost growth areas

Conduct Cost as an Independent Variable (CAIV)/Design to Cost (DTC)/Target Costing

• Capture cost impacts of design decisions to facilitate tradeoffs

Perform Business Case Analysis, Economic Analysis

• Evaluates the impact of new ways of doing business (e.g., in-sourcing vs. outsourcing, COTS vs. custom)

Provide Oversight Review

• Meet requirements for OMB, PEO, DAB, NRO CAIG and OSD CAPE reviews
